If “Romanus” means a Roman from Rome, then they would have to choose a pope from outside the Sacred College. The only living cardinal born in Rome is Fiorenzo Angelini, who is 96 years old. Stretching things a bit they could take Cardinal Vallini, who was at least born in the Province of Rome, or stretching even further Cardinal de Paolis, who was born in in the region of Latium.
If they were to choose someone from outside the College of Cardinals, who would it be?

How about bishop Athanasius Schneider? He was born under the jurisdiction of third Rome, if that counts.

What about re-electing cardinal ratzinger? Who would already be the succesor of Peter and the bishop of Rome?
